Board of Commissioners
The NCCAOM is governed by the Chief Executive Officer and ten Commissioners who are voted into office by general election. In approving nominations, the Nominating Committee considers diversity in ethnicity, gender, geographic distribution, professional experience, education and school of thought within the profession.

Michael J. Garland, D. Sc. Rel., is Professor Emeritus of the Department of Public Health and Preventive Medicine, Oregon Health & Science University, where he served on the faculty since 1978. He graduated in Philosophy and Letters from St. Louis University and earned a Master of Theology degree from the University of Notre Dame. He received a doctorate in religious studies from the University of Strasbourg in France, where he focused on ethics. Dr. Garland has published widely on ethical issues in health policy. He was invited to join the NCCAOM Board of Commissioners in January 2005 and serves on the Professional Ethics and Discipline Committee and Chairs the Finance Committee. Dr. Garland also serves as the Treasurer of the Commission.
